Dennis advises pharmacy benefit managers, specialty pharmacies, health-tech companies, and institutional investors on complex regulatory, strategic, and corporate matters across the PBM, workers’ compensation, and specialty pharmacy landscape. He also serves as outside ("fractional") General Counsel for a select group of companies. Drawing on nearly three decades as both a health care attorney and a PBM operator — including two successful exits as founder and CEO — Dennis combines the regulatory depth of a specialist with the practical judgment of a seasoned General Counsel.

Within pharmacy and PBM law, Dennis has expertise advising clients on PBM licensure and multi-jurisdictional compliance, fee schedule and reimbursement disputes, average wholesale price (AWP) litigation strategy, physician dispensing, direction-of-care rules, specialty pharmacy operations, and anti-kickback and fraud-and-abuse matters. As a former (and current outside) General Counsel, he advises companies on day-to-day corporate matters, equity financings, vendor and payor contracting, HIPAA and corporate practice of medicine (CPOM) structuring, HR and employment issues, insurance and risk management, and market access strategy. Dennis founded and led ScripNet, a three-time Inc. 500 workers' compensation PBM acquired by Healthcare Solutions and subsequently by Optum, and later founded and sold HSARx, a consumer-facing PBM serving health savings account owners, to SwiftScript in 2023.

Dennis holds a J.D. from Brigham Young University (Note and Comment Editor, Law Review), an LL.M. in Taxation from the University of San Diego, and a TRIUM International MBA (NYU Stern, the London School of Economics, and HEC Paris). Dennis is licensed in Nevada and California and serves as Senior Advisor to Connected Capital, a London-based FCA-regulated advisory firm. A frequent commentator on workers' compensation pharmacy regulation, he writes a monthly column for WorkersCompensation.com and has published widely on PBM regulatory strategy, healthcare startups, and cross-border healthcare investment.
