Experience


Prior to joining Goldsand Friedberg, Andrew served as an Attorney-Adviser at the U.S. Department of Health and Human Services where he counseled the Centers for Medicare & Medicaid Services (CMS) on privacy, cybersecurity, and general data matters, including HIPAA compliance. He successfully managed multiple breaches of Protected Health Information and served as lead attorney in key policy areas including the Long-Term Care Hospital Prospective Payment System (LTCH PPS), the Section 1332 Waiver Program, HIPAA Administrative Simplification, and the Quality Payment Program.

Andrew previously practiced law at an AmLaw 20 firm, where he provided counsel on state and federal healthcare laws and regulations, supported healthcare regulatory components of mergers and acquisitions across biotechnology, pharmaceutical, medical device, insurance and healthcare provider sectors, and structured "friendly PC" relationships for healthcare provider clients.

Earlier in his career, Andrew served as a federal contractor supporting CMS’s implementation of ICD-10, providing project and risk management services over multiple years of implementation preparation. He also gained valuable policy experience as an intern in The White House Domestic Policy Council Office of Health Reform during the implementation of Healthcare.gov and Medicaid expansion.

Education


Andrew earned his J.D. from the University of Virginia School of Law, where he received a Dean's Scholarship and served as an Editorial Board Member of the Virginia Law and Business Review. He holds a B.A. in Foreign Affairs with a minor in Philosophy from the University of Virginia.
